The narrative is six pages long, contains zero redactions, and describes multiple distinct phenomena including a 'super-hot' FLIR target, oval orange orbs in 'T' formation, and orbs matching fighter-jet speed.

What the narrative describes

DOC-142 is a first-person USPER narrative by a senior U.S. Intelligence Community official describing a late-2025 helicopter encounter on a Western United States test range. After radar detected hits up-range from the witness's position, the helicopter intercepted a 'super-hot' Forward-Looking Infrared target that, according to the ground team, rose from the ground, approached within 10 feet of the helicopter, dropped, split into two, and accelerated away. Later, at 700 feet AGL, the witness and pilots observed two large oval orange orbs flare up beside the rotor disk, joined by additional orbs in a 'T' formation. When fighter jets entered the airspace, similar orbs appeared above them at approximately 2,300 feet AGL, matching the jets' speed in horizontal formation.

Why the zero-redaction status matters

Most ODNI-released material on intelligence-community personnel uses extensive (b)(6) personal-privacy and (b)(7) law-enforcement redactions to protect identities and sources. DOC-142 contains zero redactions across all six pages — including the witness's first-person account of a personal experience. This is an unusual posture for an ODNI USPER release and suggests deliberate disclosure-program intent.

ODNI's coordination role

ODNI's role under PURSUE is interagency coordination across CIA, the Defense Intelligence Agency, NSA, the National Reconnaissance Office, and the intelligence components of the military services. ODNI is not the originating authority for the underlying records — those remain with the originating agencies — but ODNI sets the standard for what may be declassified and at what cadence.
